Strategic Management of Secretariat Services

Detailed description of project

The specific objective of this project is to enhance the effectiveness and quality of the services delivered by
the  National Council Secretariat.

The following results are expected to be achieved at the end of the training:
• 14 staff of the National Council Secretariat are trained in the 6 key subjects, aligned to the practice of the parliamentary system;

o Research skills and techniques
o Management of documents and archiving procedures
o Role of the committee secretaries in supporting the parliamentary
o Legislative work and procedures
o Writing resolutions and legal documents
o Translation and interpretation of resolutions

• The main topics of the training are disseminated to other staff of the Secretariat;
• A training manual is produced for on-going capacity building of staff of the NCS;
• Pilot executed to review selected existing procedures and systems in respective divisions and proposal for further review delivered;
• Pilot interactive session conducted with members of Parliament and a proposal developed for further awareness creation to Parliament and public.

The training approach will be interactive; short introductions followed by practical assignments.
In the preparation the participants and the Secretariat are asked to bring in Bhutanese cases, of which Bhutan requires possible defined solutions and which can be used for benchmark in the training. These cases should also reflect the different positions and responsibilities of the participants in the group.

Type of services provided 
The consortium organized the following services:
• Online Training Needs Analysis
• Study visit in the Netherlands for 3 weeks including training and exposure visits
• Dissemination in Bhutan (1 week)
The desired tailor-made training resulted in participants/ vocational training instructors being able to:
• Apply Research skills and techniques;
• Manage documents and archive procedures
• Writing high quality resolutions and legal documents
• Translate and interpret resolutions
